Understaffing Pay
The JCBA understaffing compensation rate went into effect on May 2nd. Each Flight Attendant working an understaffed flight shall receive an additional $10.50 for each hour of the flight, scheduled or actual, whichever is greater. This rate is status quo for LUS Flight Attendants.
There will be no change in administrative procedures for processing understaffing pay. As a reminder, if you do not see the pay entered in the header of your HI1 next to the “U/S” field ten days following the flight, please send an understaffing pay claim to Pay Compensation via the Flight Service website. Click on Understaffing Request Form (HISEND 99) under Helpful Links on the Job Resources page.
Flight Attendants may use expedited service procedures on understaffed flights (Section 3.E.).

Holding Time
In addition to understaffing pay, the JCBA holding time compensation rate will be implemented on May 2nd. The CLA considers time spent with passengers past scheduled departure on an originating flight as holding time. Time spent with passengers past scheduled departure on a through flight as well as time spent with passengers past scheduled arrival at the end of a flight is called ground time. On the other hand, the JCBA considers all time spent with passengers past scheduled departure or arrival time as holding time or ground-holding time (Section 3.D.).
Flight Attendants will continue to use HICLAIM in DECS to submit a ground-holding time claim.
JCBA holding time pay is as *follows:
Originating Flights
- $7.00 per hour, or fraction thereof, when the ground time exceeds thirty minutes past scheduled departure.
Example 1: Scheduled departure—0700; actual departure—0731. Crew is entitled to seven dollars holding time pay.
Example 2: Scheduled departure—0700; actual departure—0801. Crew is entitled to fourteen dollars holding time pay.
Through Flights (no crew change)
- Seven dollars ($7.00) per hour, or fraction thereof, when the ground time exceeds thirty minutes past the posted departure time.
Example 1: Actual arrival—0905; posted departure time—0930; actual departure time 0936. Crew is entitled to seven dollars holding time pay.
Example 2: Actual arrival—0810; posted departure time—0900; actual departure time 0930. Crew is not entitled to holding time pay.

Training/Deadhead Pay Presidential Grievance
APFA has filed a Presidential Grievance over the Company’s refusal to pay the JCBA deadhead pay on those days Flight Attendants deadhead to/from training.
The Company argues that the JCBA is silent on such provision. APFA disagrees, citing that the denial of compensation for deadheading to/from training is a direct violation of Section 2.I., Section 16.A., Section 29 and all related sections of the JCBA.
