PHX Reserve Flight Attendant Update

The Crew Schedule Department will be adjusting the On Premises Reserve (OPR) shifts for the PHX Base, with the final phase to begin on Tuesday, March 22nd. The adjustment has been made to protect the operation and to ensure the “Right Start” flights get off to the right start.

The new OPR shifts, effective Tuesday, March 22nd:

Please note: Pairing Number 10716 is now a six-hour OPR shift that will pay the applicable daily rate of five (5) hours and fifteen (15) minutes of pay and credit, according to Section 12.F.9 of the 2013 Red Book Contract. Most of these changes reflect the need to adjust start and/or end times due to the shift from Standard Time to Daylight Savings Time. Although, most of Arizona doesn’t observe DST, the flight and bank schedules for the PHX hub are generally adjusted to an hour earlier, so that a flight arrives at its destination at the same time it always has.

Your APFA PHX Base Reserve Contract Specialists do have a few things to remind you of regarding the OPR Shift adjustments, in accordance with the 2013 Red Book Contract.

Contactable During OPR 
Per section 12.F.17., a Reserve must be immediately contactable during the entire OPR shift. While you are not required to be in the OPR room in Operations, you just must be immediately contactable.

Departure after the End of OPR Shift
If assigned a pairing while sitting OPR, the pairing must depart no more than two (2) hours past the end of the OPR shift per section 12.F.8.

Domestic and NTI/NIPD Domicile Rest
Per section 11.I., you will receive 10 hours rest – release to report – following any pairing (trip or OPR). If you are awarded/assigned the Pairing 10743 starting at 04:30, you must be released no later than 18:29 the day before to be legal for the OPR shift.

Duty Time Limitations 
Per section 12.F.7, in no event may the combination of OPR duty time plus flight duty from a pairing assigned when sitting OPR exceed the time listed on the chart found in Section 11.E.

Received OPR while on a Reserve Availability Period (RAP)
If you were assigned/awarded a RAP from Future Scheduling and then receive a call from Daily Scheduling with an OPR assignment, the assigned OPR shift must release no more than two (2) hours past the end of your original RAP, per Section 12.G.4.

OPR Assignment from Future Scheduling
OPR can be assigned by either Future Scheduling or Daily Scheduling per section 12.F.3. Once Future Scheduling has processed the list of bids in seniority order for open pairings/OPR shifts for the following day, any pairings/OPR shifts left uncovered shall be assigned in inverse seniority order (junior to senior), per Section 12.J.5. 

OPR Assignment from Daily Scheduling
Per section 12.K.1.c., any OPR shift processed by Daily Scheduling shall be processed the same as any other pairing. This means when you are on a RAP and are next up to be called, you may receive either a trip or an OPR shift. Scheduling is supposed to pull from the same list, in the same order for both open pairings and open OPR shifts. The list is organized according to Section 12.K.1.c. Daily Scheduling does not cover open OPR shifts in the same inverse seniority order as Future Scheduling.

Involuntary OPR Assignment 
Per Section 12.F.5, a Reserve cannot be Involuntarily Assigned OPR more than two (2) times in the same bid month until all other available Reserves in the base have also been involuntarily assigned OPR two (2) times. The number of Involuntary OPR Assignments is visible on CATCREW option 18 as the last set of digits (00-A-00). If you Voluntarily Bid for OPR from Future Scheduling or go aggressive for OPR from Daily Scheduling, that is considered an “award” because you asked for it, and that awarded shift will not count towards your two (2) involuntary assignments. 

OPR Call Out Time 
When Daily Scheduling assigns OPR to a Reserve who is currently in a RAP, the Reserve shall have at least two (2) hours notice to report to the airport, per Section 12.F.11.

Terminology

  • Awarded 
    A Reserve is considered to be “awarded” a pairing/RAP/OPR when she/he bids for it from Future Scheduling via crew portal FA Reserves or when she/he receives the pairing/RAP/OPR as a result of aggressive Reserve preferences. The Reserve made the request.
     
  • Assigned
    A Reserve is considered to be “assigned” a pairing/RAP/OPR when she/he did not bid for it. The Reserve did not make the request.
     
  • Involuntarily Assigned OPR 
    Assigned OPR, although the Reserve did not bid for it.
