Conditional Labor Agreement/US Airways Bridge Agreement Implementation Timeline
APFA continues to meet with management to create a timeline for the implementation of the Conditional Labor Agreement. This includes items like when the increased TAFB is applicable, how soon trips-missed pay for PVDs will be restored, and when and how pay protection will apply. We are working to conclude the discussions by the end of this month in order to be ready to implement as quickly as possible after AA exits bankruptcy, aka the Plan Effective date, which is currently expected to be toward the end of August/September.

30-in-7 for Domestic Returns in August!
With the reimplementation of the 30 hours in 7 days legality beginning in August, Domestic FAs should be aware of the potential need to waive for August in order to avoid losing any trip that may be illegal based on the time flown at the end of July. Don’t forget that once waived, the waive is effective for the month. You may waive during bidding by selecting Options on the main menu and then choosing number 11 to waive for the following month. If you prefer to waive in your personal mode, the entry is HI30/MONTH/S (for example: HI30/AUG/S).

Now that 30-in-7 will apply to DOM sequences, Reserves, in particular, should understand how it will apply when INTL and DOM flying is mixed. The sequence header triggers the computer to search for a 30-in-7 legality, not the FA’s assigned operation. So, when a DOM FA is assigned an INTL trip, the computer does not calculate 30-in-7. When an INTL or DOM FA is assigned a DOM sequence, the computer will look at the total actual hours flown in the last 7 days to calculate the 30-in-7. What this means is that if any FA is flying all INTL sequences, the 30-in-7 won’t be calculated but when any FA is assigned a DOM sequence, the computer looks at all hours flown and checks for the legality.

AA’s IT Department continues to test computer systems regarding whether this month’s flying will be counted toward the 30-in-7 calculation for August. It is likely that it will, however AA did not yet confirm whether it will work properly as it relates to July flying for purposes of August 30/7. Please bid accordingly.

Don’t forget that only actual duty aloft hours are included in the calculation. This does not include:
Pay and Credit
Deadheading
Air traffic control delays (ATC)
Deicing (DEI)
Ready for departure (RFD)
Ramp congestion delays (RCD)
Diversion (DIV)

The implementation of AM/PM continues at LGA, DCA, IDF and LAX-I. In some bases, Crew Scheduling is not receiving enough ballots to award all of the AM/PM slots that are available. We encourage you to submit a preference. The link for the ballot is available at the bottom of the Crew Resources page in Featured Links on the Flight Service website. If you would like to review the details, check out the related documents on APFA’s Scheduling page.

TSA Expands Pre-Check Application
The TSA announced yesterday that it will expand the Pre-Check program allowing more U.S. citizens to participate in the pre-check security process at airports throughout the country. Instead of being required to opt-in to a frequent flier program, or participate in Global Entry, SENTRI of Trusted Travel programs, passengers can now enroll online via the TSA’s web site. The process will cost $85 and require 2 forms of ID and fingerprinting at an enrollment center along with a background check. These fliers will always be subject to random screening as is the case today. The program is slated for later this year.

TSA Administrator John Pistole was quoted as saying “TSA Pre-check enables us to focus on the travelers we know the least about, adding efficiency and effectiveness to the screening process.”
