Arbitration Held Regarding Failed Implementation of ETB, TTS and UBL

An arbitration was held on October 21^st and 22^nd, 2019 regarding American’s failure to properly implement ETB, TTS and UBL. Neutral Arbitrator Dana Eischen chaired the System Board, which included APFA representatives Marcus Gluth and Beth Carpenter, as well as two American Airlines appointed members.

This Presidential Grievance, originally filed in August 2018, challenged over a dozen violations of the JCBA in connection with the implementation of these contractual systems. While many violations had been corrected during the past year, APFA demonstrated to the Arbitrator that American had not fully compensated affected Flight Attendants for those violations, and that many significant contractual violations were still ongoing.  Among other things, APFA contends that American is still not properly applying the JCBA regarding Red Flag flying.

The arbitration record is now closed, and the parties will be filing written briefs in the coming months.  We expect a final decision from the System Board in January 2020.  Until then, we will continue to press American to bring itself into full compliance with its obligations under the JCBA and to make whole all flight attendants who have been adversely affected by American’s contract violations.
