Update on the American Rescue Plan / Payroll Support Program
The Senate worked into the weekend to pass the $1.9T COVID-19 relief package known as the American Rescue Plan. The bill includes language to continue the Payroll Support Program (PSP) through September 30th, 2021. Aviation workers across the country will be protected from furlough and will maintain health insurance. The package also includes direct payments to qualified individuals, couples, and dependents, as well as federal unemployment insurance and other forms of relief.
The Senate version includes a new provision that will provide a significant benefit for our members who have been on unemployment insurance this year. Thanks to Senator Carper (D-DE), Senator Durbin (D-IL), and Rep. Cindy Axne (IA-3), federal income tax will be waived on the first $10,200 of unemployment income. This translates to hundreds if not thousands of dollars in relief to those who depended on unemployment payments to get us through last year.
Through the amendment and debate process, the PSP provision remained intact as part of the American Rescue Plan. The Senate’s amended bill will return to the House of Representatives for final approval before signing into law. A vote in the House is expected very late Tuesday night or Wednesday.
