August 2022 Staffing and Allocations
When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder statusĀ in the following order:
- Tentative Flight Attendants who were involuntarily moved to Reserve status.
- Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
- Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above haveĀ been utilized.

If you are in one of these 3 categories above, you will want to bid
7 layers of Reserve and 7 layers of Lineholder in PBS
- DCA: 34,086 flying hours (-120Ā month over month)
- IAD: 2,519Ā (+114)
- BWI: 2,561Ā (+216)
- 39,166Ā Total Flying Hours (DCA, IAD, BWI)
- August is scheduled for 12 new hire Flight Attendants joining our base. They are included in the Reserve headcount above but will not be included in the LRD process.
- DCA August Reserve seniority begins at system seniority number 20,977 with an OCC date of March 5, 2018.
- August will not be a flex month and the targeted credit range will be the contractual default 70-90 Hours.
- 17 Spanish Speaker designated NIPD sequences out of DCA. Bid accordingly if you hold a Spanish language qualification and want to be considered for these sequences.
- The Company again has utilized the JCBA contract language and offered vacation buyback for the month of August. (The vacation buyback DCA numbers has already been accounted for in the projected line average.)
- No major US holidays in August
Allocations notes for August:
- Overall increase month over month of 210 block hour for DCA, IAD, BWI
- 715 total sequences for co-terminal flying
- ODAN sequences to BDL, BGR, BOS, CHS, PVD, PWM, SYR (An average of 9 FAs per day working an ODAN)
- PHX āpink eyeā operating 30 days
- 2 PHX high time turns operating 6 days
- No honor/charter flights scheduled for August
- NIPD RON locations; BDA, BGI, BJX, CUN, CUU, GUA, MTY, POS, PTY, QRO, SJU, SLP, STX, UVF
- ** NIPD flying has a sign in time of one hour before departure and FAās must be on board 45 minutes before departure to receive passengers**.
- NAS turns operating 10 days
- 1-day trips have increased by 2%
- 2-day trips have increased by 1%
- 3-day trips have decreased by 3%
- 4-day trips remain the same
- Sit times still vary and need to decrease
- Co -pairing with Pilots when flights are going through hub cities will continue
- Continue to check the ādestinationsā section of comply 365 for updated COVID and other restriction limitations for NIPD and Canada locations.
- 29.8 % of all layovers have a 12ā 14-hour pure rest
- 21.8 % of all layovers have a 14- 16 -hour pure rest
- 9.9 % of all layovers have a greater then 24-hour pure rest.
- 0.3% of all layovers have a less then 11-hour pure rest

August 2022 – Reserve System Seniority
Final Notes for the DCA Base:Again, as predicted our July PBS final numbers were not much better than June. We still had PBS minimum double constraints at system seniority #1 and # 8897 of 70 and 78 hours
As was stated in an earlier communication the main factor that led to these constraints, is that the company is holding the flight attendants to a higher line average by insisting they have increased reserve coverage and less Lineholders.
PBS was designed to be able to award various amounts of hours through a bidding window called TCR. (Targeted Credit Range) but from the feedback we hear most FAā are not holding their TCR but are being forced to fly additional time in order to cover open time sequences in PBS. Hence why the more Lineholders , the less forced time in each line.
PBS should utilize an optimization process to maximize satisfaction throughout the work group, but it must have a better ratio of Lineholders vs block hours to do so.
We have been advocating for less reserves for many months but each month we still see a high number of reserves. We are tracking reserve utilization and why the need for so many reserves to cover the operation.
Your base leadership has offered suggestions and solutions to the company concerning PBS/ TTS/UBL and Reserve.
