APFA Files Presidential Grievance on Changes to Carryover Sequences
We continue to see changes to carry-over sequences where the change is added mid-month. The original sequence is removed with a ‘CH’ code, and a new 5-digit sequence is added with the same code. The Company is calling these ‘changeover sequences‘; however, there is no reference to ‘changeover sequences‘ in the JCBA. The affected sequences may operate on more or less days, and the credit may be different. The adjustment to these sequences is made on the 10th or 11th of each month and published in the following month’s electronic bid package.
The JCBA contains language that now provides pay protection for sequences that change from originally published sequences (10.J.2.a and b), as well as language for pay protection for segments that are flown by others. (10.J.10).
APFA has filed numerous individual, base and group disputes to the System Board of Adjustment (SBA) for violations to the JCBA related to carryover sequences. APFA disputes the violation of Sections 10.J.2. a. & b., 10.J.7., 10.J.10., 10.L., and any related sections of the JCBA by not pay protecting Flight Attendants for carry-over sequences that change from their originally awarded/published sequences.
These individual, base and group disputes were scheduled to be held during the June Quarterly System Board (QSB) hearings, but American Airlines management refused to hear the cases. As stated in this previous hotline, management continues to blame Flight Attendants and obstruct the process required in the JCBA. It is clear that the goal of management is to delay these grievances and the contractually required process as long as possible.
In accordance with JCBA Section 31.K.1.f.ii, the APFA has provided notice to the Company that APFA elects to convert the Individual, Group and Base disputes related to carry-over sequences to a Presidential Grievance.
As soon as we have more information on the timeline for hearing this Presidential Grievance, we will pass that information along.
