December 2022 Staffing and Allocations

When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder statusĀ in the following order:

  1. Tentative Flight Attendants who were involuntarily moved to Reserve status.
  2. Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
  3. Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above haveĀ been utilized.

If you are in one of these 3 categories above, you will want to bid
7 layers of Reserve and 7 layers of Lineholder in PBS



  • DCA: 35,270 flying hours (+815 month over month)
  • IAD: Ā 2,629 (+92)
  • BWI: 2,580 (+ 41)
  • 40,479 Total Flying Hours (DCA, IAD, BWI)
  • December will not be a Flex month and the contractual targeted credit range default is 70-90
  • Schedule changes November 26 and December 15
  • Schedule changes back to winter pull down January 9, 2023
  • Vacation buyback was not offered for December
  • December Holidays or Events: HanukkahĀ from December 18-26, Christmas Eve on December 24, Christmas day on December 25, and New Yearā€™s Eve on December 31.
  • No Charters or Honor Flights
  • Co -pairing with the Pilots through Hub cities continue
  • DCA December Reserve seniority begins at system seniority 22,375-OCC date of February 13, 2020
  • New Hire classes 22-23, 22-24, 22-25, 22-26 will be joining the base November 7, 14, 21, 28

Allocations notes for December:

  • Increase in overall block hours +948
  • 776 total sequences for DCA, IAD, BWI
  • ODAN sequences remain at 5.1 %
  • No high-time one day turns
  • PHX ā€˜pink eyeā€™ sequences operating 27 days
  • Canada RONs YYC, YVR, YYC (check for COVID information in your EFB)
  • NIPD RONs: AUA, BDA, BGI, BJX, CUN, GDL, GEO, LIR, MEX, MTY, NAS, QRO,SAP, SJO, SJU,SLP,STI,YYZ,
  • 11 Speaker sequences – NIPD sequences out of DCA, bid accordingly if you hold a Spanish speaking qualification and want to be considered for these trips.
  • Sit times between flights are max 3.15 hr.
  • 46 Boeing 737 Max sequences

Scheduled duty day:

  • < 8 hours 47.1%
  • 8-10 hours 26.4%
  • 10-12 hours 24.1%
  • >12 hours 2.4%

Scheduled Layover rest:

  • < 12 hours 0.3%
  • 12-18 hours 66.7%
  • 18-24 hours 17.2%
  • > 24 hours 11.9%

DCA RAP Start Times:

  • RAP A: 0200-1400
  • RAP B: 0500-1700
  • RAP C: 0900-2100
  • RAP D: 1400-0200

Final Notes for the DCA Base:Once again, our November PBS final bid awards did not get any better from previous months. Our minimum constraints of 70 and 78 hours started at system seniority 1 and 9765. All flight attendants were held to a minimum of 70/78 hours.

We have had numerous conversations to have additional Lineholders and less Reserves to solve the forced time issue, but again, like every other month that did not happen, and we see the numbers are not going to work for our December bid month either. We have more scheduled block hours with less Lineholders and more Reserves for December. This will certainly yield high credited lines and less low and vacation low lines.

Please keep in mind that Coverage Needed (CN) Days and half month bidding logic may be applied during the PBS process. Please refer to the PBS bidding materials on APFA.orgĀ or on Jetnet’s Crew Change.

APFA and the Company have agreed to Permanent ContractualĀ Improvements to the Holiday Pay Provisions.Ā The holiday incentive will be paid on certain days during the critical period and will pay an additional 100% per flight block hour.
