February 2023 Staffing and Allocations
When PBS processing begins, if additional Line holders are needed, those with Reserve status will be changed to Line holder status in the following order:
1. Tentative Flight Attendants whose preference was Lineholder in the LRD process.
2. Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Line holder status in LRD.
3. Most junior Reserve Flight Attendants involuntarily moved to line holder status after all the above have been utilized.
Important: If you are in one of these 3 categories above, you will want to bid 7 layers of reserve and 7 layers of line holder in PBS.
DCA:Â 37,342 flying hours (+3027 month over month)
IAD:Â Â 2,163 (-469)
BWI:Â 2,653 (-17)
42,158 Total Flying Hours (DCA, IAD, BWI)
- February will not be a flex month and the contractual targeted credit range default is 70-90
- Vacation buyback was offered;Â 44 vacation hours were bought back.
- February Holiday or Events: 12th Super Bowl in PHX, 14th Valentines Day, 20th President’s Day, 21st Mardi Gras, 22nd Ash Wednesday.
- Â DCA February Reserve seniority begins at system seniority 23,961 -OCC date of April 14, 2022.
- Initial 2023 New Hire class will be on the line flying the last week of February; to be determined if DCA will receive new hires from this class.

- Â Increase in overall block hours: +2,541
- 767 total sequences for DCA, IAD, BWI
- ODAN sequences: 4.9 %
- LAX high-time 1-days operates 30 days
- PHX pink eyes operate 30 days

Final Notes for the DCA Base:
January PBS results were like prior months with minimum constraints of 70 and 78 hours at system seniority 1 and 11,379. We did see critical coverage (CN) days for both line holders and reserves. Vacation low was again one of lowest percentages awarded in the system. The one metric that trended better was the amount of open time that was left after PBS completed its process and what would be the open time starting limits in TTS/UBL for January (1.99%). Normally, this number is closer to 3%
We saw the highest percentage of layer None (LN) lines constructed- 35%
