February 2023 Staffing and Allocations

Important Reminders:

On Tuesday, January 3, 2023, APFA Base representation had the monthly staffing and allocations call with the Company. On this call for PHX were Robin Agee and Secorra Flowers. PHX has the highest percentage of Reserves at 23.3%, with LAX slightly behind at 21.6%, CLT at 20.5%, and DFW at 20.2%. This high percentage is not acceptable. These high Reserve numbers force our Lineholders into higher-than-normal line averages. In PHX, the line average will be 81.5 hours. BOS has the highest projected line average with 82.9 hours, followed by LGA with 82.4 hours and LAX with 82.2 hours. Every base has a projected line average of over 80 hours. This hinders our flexibility. We asked the Reserve numbers to be lowered to match LAX. However, Planning feels with the Phoenix Open and Super Bowl, the numbers are justified. We strongly disagree.

Our flight hours will increase in February, as they did at all bases. In January, we had 58,950 flight hours, and in February, we will have 59,890. The percentage of 1-days will remain the same as January. 2-days will decrease by 1% of our flying, with an increase in 3 days of 1%. Our 4-day sequences will remain at 4% with the majority commutable. ODANs will decrease, but we will still have TUS/FAT/SLC/LAS/BFL/ONT and SMF ODANs. Most of the ODANs will have 8 to 9 hours on the ground.

We will have the following sequences to JFK on the A321T (5 positions) for February for the Super Bowl:

  • 28694/February 9
  • 28695/February 11
  • 28696/February 14

Please note that position 1 on the A321T will be awarded/assigned to a Purser-qualified Flight Attendant. There are also several turn days and 2-day domestic flights on the 777 and 787 in February.

After discussing the sequences, Secorra and I have seen a slight improvement. While we still see longer than desired sit times in DFW, MIA and CLT, they are around the 3-hour mark.



Incentive Credit

The incentive credit (or “banked point”) should be visible to you in My View around January 20.

To receive the incentive credit, you must have worked all operational assignments (sequences, airport standby assignments, RAPs and special assignments) and had no absences or removals on days during the critical period.  These incentive credits will automatically reduce a future point-generating dependability event.

Arizona State Tax Withholding Changes

2023 Arizona individual income tax withholding will default to 2% unless you submit a 2023 Arizona Form A-4.

The State of Arizona recently published their 2023 individual income tax withholding form (Form A-4) which reflects lower withholding rates.

If you do not submit a 2023 Arizona Form A-4 by Jan. 17, 2023, your withholding rate for individual income tax will be defaulted to 2%, effective with your second pay date of January 2023.

If you want your Arizona individual income tax to be withheld at a rate different than 2%, you must submit the completed 2023 Arizona Form A-4 to [email protected] or fax to 480-693-2199. Forms submitted after January 17 will be processed and effective within two pay periods from when they are received.
