An Update on Cabin LOSA

We want to share more information on the Cabin LOSA program.

Cabin LOSA is a safety program, not a program where a Flight Attendant could be disciplined, terminated, or reported by co-workers. It is a carefully designed program that allows Flight Attendants to share safety information through a third party. It is voluntary, and utilizes Flight Attendants chosen mutually between APFA an d the company. These Flight Attendants receive training from an independent third party, the LOSA Collaborative. Flight Attendants’ names, flight numbers, and date(s) of the flight are not recorded. As agreed to in the Memorandum of Understanding, the LOSA program is 100% non-punitive. Nothing obtained can be used by management to discipline a Flight Attendant in any way because the company has no access to any identifying information. The primary focus is to allow safety feedback without involving the company.

Our primary responsibility is safety, first and foremost. Flight Attendant Unions have spent decades fighting to be recognized as Safety Professionals. We deserve a secure and confidential method to offer recommendations on safety-related matters, such as placing passenger seats in front of emergency exit doors on the A321 or the company deactivating cabin chimes on the A321 so the #3 and #4 Flight Attendants cannot hear the ‘all call’ upon gate departure or arrival. Our Pilots utilize the LOSA Collaborative, and Flight Attendants have fought for years to gain the same level of respect and input they receive. However, this should be on our terms, which is why any agreement will ensure confidentiality and address Flight Attendant concerns such as protecting our jumpseats for commuter and non-revving use.

APFA would never support a program encouraging Flight Attendants to report each other. Management already has various mechanisms, such as check rides to ensure safety and required Connect meetings, and adding more tools to harass us is not something APFA would contemplate. We acknowledge that management already has an effective Union-busting/reporting program, Facebook and other social media, which has led to Flight Attendants reporting their co-workers to management. We also recognize that having a safe workplace starts with adequate staffing and resources.

Our top priority is to bargain for a contract that we deserve. At this time, there is no date set for implementation of the LOSA program. We will continue working with the APFA Board of Directors to ensure we have adequate safety programs to satisfy the Federal Aviation Administration requirement, as outlined in a previous hotline. Protecting Flight Attendants while solidifying our primary role as Safety Professionals will be at the forefront of all discussions.
