May 2023 Staffing and Allocations

On Monday, AprilĀ 3rd, APFA Base Representation had the monthly Staffing and Allocations call with the Company. On this call for PHX were Robin Agee and Secorra Flowers. For May, PHX has the highest percentage of Reserves at 25.5%, with CLT at 23.4%. LAX is slightly behind at 23.0%, and DFW is at 21.9%. We continue to voice our displeasure with PHX continuously having the highest percentage of Reserves yet not the highest absenteeism every month.

Higher Reserve numbers require higher line averages for Lineholders which hinders flexibility. We asked the Reserve numbers to be lowered to match Novemberā€™s percentage of 19.4%, citing the lower absenteeism numbers being directly related to the lower reserve percentages. Our monthly average reserve absenteeism percentage for March was 29%. In November 2022 it was 20%. In March, our Reserve allocation percentage was 25%, and in November, it was 19%. And before the holiday incentive pay is thrown at us for the lower number of absenteeism in November, we would like to note that Decemberā€™s absenteeism was 32%. We believe that is directly correlated with the Reserve allocation being 26.9% and the line average at 81.9 hours.

As for Allocations, our flight hours will increase, as they did at all bases. In April, we had 66,295 flight hours; in May, we will have 66,897, an increase of 602 flight hours. The percentage of 1 day trips will increase by 1% in May to 29%, 2-days will decrease by 3% to 31% of our flying, with an increase in 3-days to 37 %, and our 4-day sequences will remain at 3% with the majority commutable. ODANs will decrease slightly from 11.7 to 9.2. The majority will have over 8 hours on the ground.

There are no significant changes in our sequences. As long as the Company continues to use one solution when building sequences system wide with the Optimizer, all bases will continue getting like sequences without variations that will appeal to each particular base. Crew Planning is committed to trying to reduce the sit time with which every base has voiced their displeasure; however, some may be necessary due to aircraft swaps and airport logistics.

Please mark your calendar for the PHX Townhall on April 18th. Secorra and Robin have been requesting this meeting so that you can share your concerns with senior management. Please try and attend. We would like a good turnout and know that we will be ready to share our concerns regarding high reserve numbers, no flexibility, continued contract violations by scheduling and line holders used as reserves becoming the norm rather than the exception. Ā We would like to see some Pursers, as well as those who work LHR, in attendance to speak about the new Dine on Demand and any issues or ideas to assist with this new service. This is our chance to speak up and explain our issues as professional Flight Attendants!


Contract Tidbits

With summer just in front of us and several vacation weeks coming up, please note the following two sections from theĀ Priority of AssignmentĀ section of the JCBA.

  • JCBA Section 12.M.5.a:
    a. A Lineholder shall not be involuntarily assigned while on vacation or on groupings of days off that touch a vacation period;
  • Section 12.M.5.b.
    b. A Lineholder shall not be involuntarily assigned more than twice per bid period;

The language in Section 12.M. provides the process for covering open sequences which remain open after future or daily processing, while Section 10.J. speaks to the rescheduling rules.

If you get a TM (Missed Trip) due to missing an acknowledgment as a Reserve, please call Crew Scheduling and immediately return on a RAP. This will keep your guarantee, and if you get an assignment, move the TM to a Late Report (LR). Of course, while it should not be necessary, we suggest you always check to ensure the sequence is acknowledged and get a screenshot. Or you can always call scheduling and acknowledge the sequence.
