As we enter this critical phase in negotiations, it is imperative that all members are in good standing. You must be an active member in good standing to participate in Union activities such as voting.Â

When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder status in the following order:
1. Tentative Flight Attendants whose preference was Lineholder in the LRD process.
2. Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
3. Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above have been utilized.
Important:Â If you are in one of these 3 categories above, you will want to bid 7 layers of Reserve and 7 layers of Lineholder in PBS.
- DCA: 39,318 flying hours (-2276)
- IAD: 2,568 (-38)
- BWI: 2,646 (no change)
- July will not be a flex month, the contractual targeted credit range default is 70-90.
- No vacation buyback
- July Holidays and Events: 4th of July * note* critical period July 1-7, if you work all operational assignments and do not have any absences or removals, you will earn an incentive credit point (banked point)
- DCA July Reserve seniority begins at system seniority 24,459.
- OCC date Sep 29, 2022
- We will be receiving 31 new hires that will be available through the month of July
- Class, 23-14 and 23-15 will bid in PBS, class 23-16 and 23-17 will be given manually built Reserve lines.
- July LRD did not include these 31 new hires.
Allocation Notes for July:
- 2314 over all block hours over June 2023
- 767 total sequences for DCA, IAD, BWIO combined
- ODAN sequences are slightly down with RONs in BOS, BNA, BGR, LGA, RDU
- LAX high time turns operating 30 days.
- PHX Pink Eye operating 30 days
- No Charter/ Honor flights
- 13 speaker sequences
- 79 MAX aircraft sequences
- 98 sequences with 3+ hour sit times.
- NIPD RON’s out of DCA: CUN, GUA, MTY, NAS, PUJ, SAP, SJU, SLP, STX
- NIPD RON’S out of IAD: CUN
- NIPD RON’s out of BWI: CUR, PUJ

Final Notes for DCA:
June PBS results had a minimum constraint of 78 hours at system seniority #1964. We did not have a second constraint but the 78-hour minimum was at 39 years seniority which is unacceptable. As noted in previous communications we believe that the need for additional Lineholders and less Reserves would help smooth out the block hours and not force time into a Lineholder’s schedule.
We understand the need to protect the operation but also realize that adding flying to a Lineholder’s schedule with the lack of post PBS flexibility causes open time and the need for Reserve higher headcount.
DCA Sequences/Trips:
Month-after-month, we engage with allocations to bring some of the flying you desire to our base. Some months we see a glimmer of hope and then back to normal the next month. Coming soon we will publish an allocations survey for all DCA Flight Attendants This will give us a better understanding of the dynamics of our co terminal base and an opportunity for your voice to be heard.
A few weeks ago, we had a productive conversation with the senior manager of Crew Scheduling Optimization. After our conversation he suggested coming to DCA to meet and talk about our trips, routes, aircraft and future flying. It’s unclear if he would be talking to Flight Attendants or just Inflight and your Local Union Leadership. Either way, we welcome the opportunity to meet and discuss the survey results!
