11.03.23 – APFA MIA Base Brief – December 2023 Staffing and Allocations

December 2023 MIA Staffing and Allocations

Friday, November 3, 2023

All,

The combined 3rd and 4th quarter Web-Based Training (WBT) must be completed by 11:59 on Monday, November 6th. Flight Service has advised me that failing to meet this deadline could lead to disciplinary action.

We have a system-wide picketing event planned on Thursday, November 16th, from 1100-1300. I can’t stress enough the importance of having a large turnout. The APFA Board of Directors will convene Friday, November 17th, to approve a Request for Release immediately following our next bargaining session. The next step would be formally asking the Mediation Board to release the parties into a 30-day cooling-off period. Please continue to display your red APFA pin and lanyard to show our commitment and solidarity as we reach a contract that sets the standard for the industry. We look forward to seeing you on the 16th.

It is almost time for the clocks to “fall back” one hour. This Sunday morning, November 5th, Daylight Saving Time ends at 0200. Please don’t forget to set your clocks back before going to bed.

We want to welcome 38 new hires to the base who will be part of the December flying. I have been advised that hiring will ramp up early next year, and we can expect the numbers to be similar to this year.

December reserve percentages increased significantly as compared to November. The projected percentage is 23.1%, with 781 required heads. The increase represents an additional 238 additional reserves for December. This number appears inflated and does not reflect the reduced YTD sick volume. Additionally, the holiday pay incentive has also contributed to a reduction in the sick volume compared to previous years. This will be addressed on the allocations call.

The trend of less wide-body aircraft in the Domestic and NIPD markets will continue as these aircraft are dedicated to the IPD markets. CLT will operate as a daily turn on the 777-200. Beginning on the 20th SJU will operate as a daily turn on the 777-200. Also, beginning on the 20th LAX will operate as a daily turn on the 787-8, and DFW will have daily layovers beginning on the 20th with three legs the following day on the 787-9.

There will be irregular sequences operating over the Christmas holiday. Expect to see double 50+ hour layovers departing on December 23rd in the following markets: UIO, SAP, CTG, GYE, MDE, and MGA. This is due to a reduction in frequencies over Christmas. They will also pay at least 20 hours. I have addressed the importance of the hotels being centrally located with food and entertainment options within walking distance. I have been advised that the Hotel and Limo department is working on making that happen.

GRU will operate a daily 777-300 sequence with a 16.10-hour layover. By definition, this is not considered a Rocket since it is not built below 14 hours. This sequence can only be reduced to a minimum layover of 14 hours in actual operations. Any sequence originally built below 14 hours (Rocket), which is reducible to 10 hours in actual operations, requires a signed letter of agreement by the Base President. GRU will also operate a daily 777-200 with a 35.30-hour layover.

MVD will operate a 787-8 on Sundays with an 82.10-hour layover. Wednesdays and Fridays with a 58.40-hour layover, and daily beginning on the 20th will operate daily with a 34.15-hour layover. EZE will operate a 787-8 on Tuesdays, Thursdays, Saturdays, and Sundays with a 60+ hour layover and daily with a 38+ hour layover. All other IPD flying will operate daily, similar to previous months, with some changes to departure and arrival times.

Confirming Reserve Assignments

Beginning November 6th, you will no longer be able to confirm a reserve assignment through mobileCCI. Crew Portal will become the sole way to acknowledge all ROTA/D assignments/awards (for sequences and standbys). There were a large number of reported miss trips associated with confirming reserve assignments through mobileCCI due to technological issues associated with CCI communicating with FOS. Crew Portal has always been the preferred way to confirm reserve assignments. Please read today’s Change to Reserve Acknowledgements hotline for more information.
