March 2024 DCA Staffing and Allocations
Sunday, February 4, 2024
When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder status in the following order:
- Tentative Flight Attendants whose preference was Lineholder in the LRD process.
- Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
- Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above have been utilized.
Important:Â If you are in one of these 3 categories above, you will want to bid 7 layers of Reserve and 7 layers of Lineholder in PBS.

February 2024 PBS constraints started at base seniority 1 with a minimum constraint of 70 hours and base seniority 362 with a minimum of 78 hours. Both metrics were more senior than months prior.
February Vacation Low ‘most junior’ base seniority 231 This was an improvement from January’s Vacation Low, February awarded 18 of the eligible 88 FA’s (not all eligible FA’s bid for Vacation Low) March has 1267 vacation days awarded and will be part of the PBS processing.
Vacation low is predicted to not be as junior in March, but always bid accordingly in hopes of holding low if desired.
Bid accordingly to your relative seniority, as constraints could be similar or more senior to the February results. Factors such as leaves, vacation days, pre-planned absences, increase in month-over-month block hours, % of reserves, fewer line holders, etc., are direct factors for the outcome of PBS.

We stand against corporate greed as we fight industry-wide for fair treatment and a wage that allows us to live. No more tolerating stall tactics and prolonged contract talks- it’s time for the contracts we rightfully deserve.
Enough is Enough! Join us at DCA from 11 am to 1 pm for our DCA picket and at IAD from 2 pm to 4 pm. Wear your uniform and red APFA swag! For more information, read the latest hotline here.
