6.06.24 – APFA PHL Base Brief – July 2024 Staffing and Allocations

July 2024 PHL Staffing and Allocations

Thursday, June 6, 2024

Hello PHL,

Our monthly staffing and allocations call took place on Monday, June 3rd. Our hours of flying decreased by 219 hours. Our total available headcount also decreased by 44 compared to June 2024. Our RSV number increased by 2.4%. The increase in RSV numbers is due to planned absences i.e. VAC, anticipated SCK calls and also anticipated disruptions to the operation. Management’s inability to manage the operation is the root cause for the increase in RSV numbers. We have not seen New hire Flight Attendants in PHL since last year, which is pullng more senior Flight Attendants into the RSV rotation. As more people come off straight RSV, more senior Flight Attendants are pulled into the rotation.

Staffing

The system wide line average is expected to be 83.2 hours, while the line average for PHL is expected to be 82.2. Of course this number can change based on bidding behaviors.

Allocations

IPD

Our Seasonal flying is in full swing. ATH, FCO, LHR, NCE, and CPH will be staffed with 9 Flight Attendants. DOH will be staffed with 10 Flight Attendants. We are continually monitoring staffing for  DOH and will challenge ANY attempt to reduce staffing for this flight.

*We are receiving reports from our layover hotels that crew members are bringing guests and not paying, or refusing to pay,  the room charge and/or breakfast fee for the guest. PLEASE be cognizant of the hotel policy in place and adhere to all fee requirements. We do not want to lose the ability to bring friends and loved ones with us on our trips.

Domestic Wide-body Flying

We have 1 2-day sequence operating on July 3rd to MIA. No other domestic wide body flying is available.

ODANs

RDU, BOS, CLE, DTW, BTV, CVG, BGR, PWM, and BUF are available to bid in July. RDU and BOS have 4 bid positions and the remaining have 3 bid positions.

PIT Satellite

PIT flying stayed the same at 4,739 hours.

Critical Period

July 1 – July 7 is a critical period. That means ANY absence will incur an extra attendance point regardless of the reason for the absence.

Transition From Reserve to Lineholder

PHL has many Flight Attendants holding lines for the first time. It is important to understand the transition from a Reserve month to a Lineholder month has some challenges.

JCBA 12.Q. – Month to Month Integration: Reserve to Lineholder

  • If an assignment of a sequence which continues from one month into the next is necessary, she/he shall operate such sequence in its entirety. Such Reserve shall not be assigned a sequence until after the point in the Reserve order of assignment language in which Reserves have been assigned sequences into Flex Days. Such Reserve shall be pay protected for any flight time lost, if applicable, as a result of operating the continuation of such sequence. If an assignment of a sequence in the current month causes an illegality for a sequence in the subsequent month, pay protection provided for consistent with illegal through no fault shall apply.

As a Reserve, you are guaranteed 12 days free of duty. As a Lineholder you are guaranteed 11 days off (JCBA 11.H.) unless the Lineholder chooses to waive minimum days off. With month to month flying,  the order of assignment allows the company to fly you into your Lineholder days off.

There are many strategies to make it less likely that you will have transition challenges:

  • Bid to have days off at the end of the reserve month
  • Bid to have 6 days of Reserve duty at the end of the reserve month
  • Bid to have flying at the beginning of the Lineholder month
  • Pick up a trip from TTS or ETB that originates in the first couple of days of the Lineholder month
  • Use ROTA/ROTD to bid for trips that would not work you into your Lineholder month, or to bid for trips that would touch fewer Lineholder days off

General Reminders

  • The deadline to complete the 2nd Quarter WBT has been extended. It is now due by June 10, 2024, at 2359 CT.
  • iOS update to 17.5.1 will become the FAA-required minimum on June 10, 2024. Make sure you complete the required iOS update before the start of your next sequence.
  • IFM Revision 13.0 is available and is now the FAA-required version. It is company policy that Flight Attendants sync Comply365 before the start of each sequence. Syncing Comply365 will ensure you are on the required version of the IFM and other documents and publications.
  • Be prepared for weather delays. Please review Rescheduling Reminders: Spring Storms on APFA.org.
  • When Do I Go Illegal? is a great tool to use to calculate your maximum duty day.
  • Our PHL office number is (215) 360-3115. You can call or text that number. Please include your ID# in any message or text.
