When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder status in the following order:

  1. Tentative Flight Attendants whose preference was Lineholder in the LRD process.
  2. Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
  3. Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above have been utilized.

Important: If you are in one of these 3 categories above, you will want to bid 7 layers of Reserve and 7 layers of Lineholder in PBS.


  • DCA: 39,888 (-2597)
  • IAD: 1880 (+112)
  • BWI: 3343 (+366)

45,111  total flying hours (DCA, IAD, BWI) (-2119 month over month)(-1017 year over year)

  • August will not be a flex month
  • The contractual targeted credit range default is 70 to 90 with an opening line average 78.4 hours
  • No unpaid VLOA’s for August
  • DCA Reserve seniority for August begins at system seniority 24,016 with an OCC date of January 12, 2023
  • Reserve percentage is up 1.5% compared to August 2023 with an increase of 17 Lineholders over August 2023
  • The overall headcount year-over-year is up by 30 Flight Attendants

Last month, we had two PBS minimum line constraints: one at 70 hours, base seniority 1 or system seniority 53, and the second minimum constraint of 78 hours at base seniority 49
or system seniority 2128.

August 2023, we had a minimum constraint of 70 hours at system seniority 1 and a second constraint of 78 hours at system seniority 663 (about 40 years seniority)

This August, we are -1017 block hours from last August 2023, with 17 more Lineholders at the opening of PBS. We have fewer inactive flight attendants than last August and less than last month, but most of all, our opening PBS line average is at 78.4, the lowest we have opened within many months. This should make the constraints less senior than in the last few months.

  • 0-12 hours: 21.9%
  • >12 hours: 2.7%

  • 1-leg: 30.7%
  • 2-legs: 50.8%

  • 4-legs: 1.6%

Scheduled Layover Rest:

  • < 11 hours: 0.1%
  • 11-12 hours: 5.1%
  • 12-14 hours: 28.0%
  • 16-18 hours: 17.9%
  • >24 hours: 10.9%

Scheduled Sit Times:

  • 2-2.5 hours: 10.2%
  • 2.5-3 hours: 8.8%
  • >3 hours: 2.9%

Allocations and Crew Planning Meeting Recap

We would like to thank you for making our most recent e-mail blast to allocations and crew planning a success, an impressive 458 (91% of goal) of you participated in our initiative. Your message “We have had enough and DCA deserves better” has been effectively communicated.

On June 12, Dianne and I met with the management of both departments to convey your concerns regarding allocations and PBS, we hope that our efforts have helped move the needle to improve the trips, flexibility, PBS and overall quality of life for our DCA flight attendants. Here is the communication we sent to you last month.

What’s in it for DCA?

We recently filed a formal notice of dispute concerning widebody aircraft training. We disagree that DCA Flight Attendants should have been trained on these aircraft as we cannot fly these planes out of DCA or have them in our allocation packet to bid. In addition, it has never been a requirement or past practice to be qualified on an aircraft not operated from one’s home base. We understand that most of you are already trained. Still, we found it necessary to file the NOD on principle due to several factors regarding the implementation and various scenarios that resulted in misinformation or different outcomes for different Flight Attendants. This inconsistency has further highlighted the need for a formal review and resolution. Despite working through each issue and getting a resolution for each of you that had problems, we felt it was our duty as your representatives to file the dispute. If anything, this dispute underscores the need for change to prevent similar issues in the future.

Last week, we had the Dispute Resolution Conference (DRC) and presented our case to the facilitator.


Required Base Equipment and Service Training
Widebody Aircraft Training 777/787/IFS

Please note that mandatory widebody equipment and service training bidding opens the first and closes on the sixth of every month. If you are not qualified and you don’t bid for a date, you may be drafted into a class. Please ensure timely completion and submission to participate in the bid process.

New Hires

Since March, we have welcomed new hire Flight Attendants to DCA nearly every Monday. We are down to our final class on Monday, July 8. Once again, we would like to extend a warm welcome to all our new hires in Washington, DC. We wish them the best in their endeavors and are excited to have them join our airline family! June 13 Worldwide Picket Recap

On June 13, we had another successful APFA worldwide picket event at Reagan National Airport and across the country. Our DCA Flight Attendants had a great turnout, and National Officers Larry Salas and Erik Harris joined us on the picket line. We also had representatives from other airline unions and elected officials from local government. Our Contract ACTION Team(CAT) was a great help! Thank you, Dylan, Gina, Sara, and Alex. Also, we thank Allie Malis and Lori Glattly of APFA government affairs for coordinating our event with our local government officials!

We marched in solidarity to continue our fight against corporate greed and to let the company know that WE ARE READY for an industry-leading contract that serves our members. We are still in negotiations with the company that is being overseen by the NMB (National Mediation Board).

We ask that you continue showing support for your union and for an industry-leading contract. Please continue to wear your red swag and stand in solidarity until we receive the contract we deserve.
