How We Got Here

Operating expenses have gradually increased since 2001. With the 2024 contract ratification, operating costs have substantially increased, impacting the services APFA provides our Members.

The Solution

This ballot measure proposes a dues restructure from $41 per month to one hour of pay at the 6th year Flight Attendant pay rate, currently $53.67. Once set, dues will remain aligned with the 6th year pay, including any future increases or possible decreases.

Wages Compared to Dues Amounts

How do our wages compare to how much we pay in dues?

This chart compares the Flight Attendant top pay to the $41 dues. APFA dues have not kept up with the increase to Flight Attendant wages, which has caused a decrease in the number of APFA representatives.

How APFA Representatives are Paid

Per Section 5.C of the APFA Policy Manual, APFA Representatives are paid their contractual hourly rate (including premiums) for the value of any sequences from which they are removed to conduct Union business. In no case can a Representative be paid more than 115 hours from APFA. As a significant cost savings measure, Representatives are often removed at five (5) hours per day (excluding premiums) with a “PA” removal code.

2024 CBA Impact on the APFA Budget

The 2024 CBA was a significant accomplishment for APFA and the airline industry. With the increase in pay to Members comes an increase in the cost of representation. This increase in cost impacts Union resources for 27,000+ Flight Attendants, including:

  • Shorter weekday hours and reduced weekend coverage for Contract and Scheduling Department Representatives
  • Fewer Health department representatives
  • Fewer Representatives available at base and headquarters
  • Longer response times to emails, voicemails, and text messages
  • Fewer base Representatives available for meetings with management

Our bases may differ in culture, size, and cost, but the need for Member services is the same everywhere. For context, below is the average monthly cost to run minimum services in bases of various size. Cost is impacted by the number of Members in each base.

Dues Restructure Proposal

What is the proposed dues restructure?

The current proposal aligns the dues amount with year six pay from the current and all future wage charts. Each year, our dues payment will increase following the highlighted path of the chart below. Year six allows APFA to best represent and serve our Members. Attaching our dues payment to the wage chart also ensures that if wages decrease, dues will decrease.

This proposed measure will prevent any further reductions in services for Members due to future increased costs of representation and the needs of our Members.

What would the proposed dues schedule look like?

If passed, the dues restructure will take effect on January 30, 2025, and will automatically adjust simultaneously with any date of signing increase. At the end of the contract, the dues amount will remain the same until a new contract is ratified. Below is the proposed new dues schedule.

What happens if the dues structure remains the same?

  • Continued increase in cost of representation and fixed costs leading to a reduction in services and representation
  • Shorter weekday hours and reduced weekend coverage for Contract & Scheduling Representatives
  • Longer response time from departments
  • Fewer base Representatives available to represent at meetings with management.
  • Reduced staffing and funding for grievances and arbitrations
  • Limited development and updates to APFA website

What happens if the dues are restructured?

  • Increase in representative availability to assist the Membership.
  • Continued modernization of APFA
  • Development of an APFA mobile app
  • Increase Contract & Scheduling Department Representatives
  • Increase initiatives in National Departments and Committees to support and advocate for the Membership.
  • Increase Member and Representative training to better serve
  • Increase visibility in the Labor Movement
  • More funding for arbitrations and future fights against management
