Since the Rescheduling and Pay Protection language went into effect this month for LAA Flight Attendants, the Contract/Scheduling reps at HDQs continue to receive many questions. Beginning this week, we will include trending FAQs in the weekly hotline:
Your APFA Joint Scheduling Implementation Committee along with APFA Contract and Scheduling Departments have received many questions from Flight Attendants regarding Reserve Availability Periods (RAPs) with the implementation of ROTA. Here are some FAQ's regarding RAPs.
Q. What is a modified RAP?
Example: If you are released from your sequence at 0600 but have placed a bid in ROTA and the last available RAP is from 1400-0200 that day, your modified RAP would be from 1800 (following 12 hours home rest) until 0200.
Q. Do I need to acknowledge a RAP award/assignment?
Q. My RAP begins at 1000. Scheduling has placed a sequence with an 1130 report. How much time do I have to report?
A. You have 2 (3 for co-terminal) hours to report to the airport (callout).
Q. My RAP begins at 1400. Scheduling has placed a sequence with an 1600 departure. How much time do I have to report?
Q. I was assigned RAP D in DFW, 1800 to 0600. This RAP goes into my Golden Day (GD), what do I do? What if it goes into my Flex Day (FD)?
Q. Can I ever be assigned into my Golden Day (GD)?
Q. My RAP begins at 0700. It is currently 0645 and scheduling is calling me to assign me sequence with an 0845 report. Am I obligated to answer my phone and report to the airport at 0845?

Q: How will a purser position be covered through TTS/UBL?
A: The following steps are used to cover open purser positions in TTS/UBL:
- Award through TTS as purser
- Award through UBL as purser
- Award through UBL without purser qualification
- Award/assign without purser qualification to a reserve as a lead position
Q: If I am awarded/assigned a purser sequence on reserve and I am not purser qualified, how will I be paid?
- A purser working a non-purser position may place a ballot for the purser position (move up request) in TTS/UBL (Section 10.F.6). Every time TTS/UBL processes, it will look to see if the position opened and award the ballot request when it gets to the Flight Attendant's seniority. It will read the request up until 2 hours prior to departure.
- If no trade (move up) has been requested, Section 14.L.5.b. would apply. A purser qualified Flight Attendant working a non-purser position would be required to move to the purser position. If more than one purser is working the flight, it will be offered in seniority order or assigned in reverse seniority order. Note: If you work the purser position, but you are not purser qualified, you will be paid lead pay.

Q: My Narita trip cancelled after I reported. Am I pay protected?
A: If another crew flew your return flight from Narita, you would be pay protected for your entire trip. If you would like to “double dip” you could pick up a trip from the Company (currently, MU/II/CC for LAA and ISAP/UBL for LUS). If no flight in your sequence operated, you would receive 3 hours call out pay and could go on MU or Hiboard (LAA); or ISAP or ETB (LUS) to pick up time.
Q: I have back to back MIA-MAD trips, Monday-Wednesday and Thursday-Saturday. My first MIA- MAD trip was delayed by one day and arrived on Thursday at 1400. I am FAR illegal for my MIA-MAD that had a 1900 report on the same day I was removed and pay protected. I received 10 hours of Location Delay incentive (LE) for the first trip. How does that affect my pay protection?
A: You will receive the value of your first MAD trip including any trip rig, plus 10 hours LE pay. You will also receive the full value of the 2nd MIA-MAD through illegal through no fault.
Q: I have back to back trips, Monday-Wednesday and Thursday-Saturday. My first DFW- FCO trip was delayed by one day and arrived on Thursday at 1800. I have a direct conflict for my DFW-FRA that had a 1500 report the same day I was removed and pay protected. I received 10 hours of Location Delay incentive for the first trip. How does that affect my pay protection? 10 hours of Location Delay incentive for the first trip. How does that affect my pay protection?
A: You will be paid the combined value of both sequences when there is a direct conflict. With a direct conflict, you will not receive LE pay in addition to the combined value unless the LE pay is greater than the pay protection
Q: I had a 15-hour, 3-day sequence that was delayed, and I returned a day later at 1000. I now have a direct conflict with my next trip that reported at 0800 that morning and was worth 12 hours. How is my pay protection calculated?
A: You would receive the combined value of the originally scheduled trips because it is a direct conflict. In this example, any time made on the first sequence would be absorbed into the pay protection of the 2nd sequence.
Example: Sequence #1 has an original scheduled value of 15 hours. The actual flight time ends up being 17 hours. Sequence #2 has an original scheduled value of 12 hours. The combined value of both original scheduled sequences is 27 hours. Your pay protection is 10 hours.
Q: I’m DFW based. On the last day of a 3-day trip, I was scheduled to work one leg to DFW, followed by a MSY turn around. When I landed in DFW, I noticed my MSY turn around cancelled. Do I need to call Crew Tracking, or will they contact me?
A: Since your MSY turn around cancelled mid-sequence, Crew Tracking has 3 hours to reschedule you - only to prevent a delay or cancellation. This time starts at the time the disruption is known, not the originally scheduled departure time. If stand-by reserves are available, they would need to be used first. You can call Crew Tracking prior to that time to ask to be released.

Q: My crew was scheduled to fly DFW- PHX- MSP, layover in MSP and then fly MSP-PHX-DFW on the second duty day. Due to weather we never made it to MSP and remained in PHX. Another crew is flying those legs and crew scheduling has us deadheading to DFW tomorrow morning. Since I live in PHX, can I stay in PHX, not take the deadhead, and still be pay protected?
A: Yes. You can notify Crew Scheduling that you are not taking your deadhead tomorrow without forfeiting any pay. In this case, you will be paid crew substitution for the legs flown by another crew.
Q: I’m on a domestic sequence today and delayed by 4 hours. What is the FAR rest for a domestic sequence?
A: The minimum FAR rest is 8 hours free of duty for all domestic, NIPD and IPD sequences with a scheduled duty day of less than 14 hours. If you had less than 9 hours rest on your layover, then you would require 10 hours compensatory rest at home base prior to your next trip.If your NIPD or IPD duty day is scheduled for 14 or more hours, then your FAR rest is 10 hours. If you had less than 12 hours rest on your previous layover, then you would require compensatory rest of 14 hours at home base.
If your previous sequence was an extended long- range sequence, you would require 24 hours at home base. This is not an FAR but is treated as one, for pay protection purposes.

Q: I was removed for a FAR legality and Crew Scheduling said they couldn’t split me back on. Am I still pay protected?
Q: I had 3 one-day turns and was rescheduled to work a 3-day IPD trip instead. Crew scheduling said it was legal because I would return earlier on the 3rd day than I was originally scheduled. Is this correct?
A: No. Crew scheduling has to look at each turn individually. According to Section 10.J.7 of the JCBA, they needed to get you back as originally scheduled after your first turn. They would have to have no reserves available, even from other bases, before rescheduling you to come back later.
Q: Crew Scheduling just notified me that my future 3 day IPD sequence will now return a day later due to a cancellation. Its now within the 3 days of the origination of my sequence, but I noticed the change happened 2 days ago. Is it now too late for me to get off my trip without Crew Scheduling consent?
A: No. If the sequence was changed more than 3 days before origination, you can still be removed without crew scheduling consent. Crew scheduling should have notified you when the sequence was changed.
Q: Crew scheduling called to notify me my sequence was changed for tomorrow. I am now required to report at 0900 instead of 1200. I can’t get there that early. What can I do?

Q: How can I tell which removal codes on my schedule qualify for pay protection?
A: The following chart includes a description of trip removal codes and which ones are pay protected under the rescheduling and pay protection provisions in the JCBA:
Q:My trip cancelled and Crew Scheduling didn’t call me. What is my responsibility?
A: If you have left your residence and it is within 3 hours of your report, contact Crew Scheduling for your 3 hours of call-out pay. There is no further obligation to contact Crew Scheduling.
Q: The last time I received Location Delay Incentive (LE) Pay, it was paid in addition to my pay protection for my next trip I lost. Why am I no longer receiving my LE pay in addition to my pay protection?
A: When Location Delay Incentive was implemented in early 2015, the Company agreed to pay the incentive on top of the pay protections due to the length of time it would take to program this provision. This provision is now programmed, and it reverts to the contractual language in JCBA Section Section 14M.7.
Example: Flight Attendant Ruiz has a 15:00 hour IPD sequence Monday-Wednesday and a 15:00 hour IPD sequence Thursday-Saturday. The first sequence experiences a delay, now returning on Thursday. He is removed from the second IPD sequence and pay protected. While he did receive the appropriate Location Delay Incentive (LE) pay, he will be pay protected for the total value of the 2 sequences which would result in 30:00 hours of total pay.
Q: On my last international trip, the crew agreed to VE, but after 8 hours, the trip cancelled. Is there any pay protection, and do I still receive the additional pay for VE?
A: If all legs cancelled and you were not rescheduled, you would receive 3 hours of call-out pay or the duty rig, whichever is greater. In this case, you were at the airport for 8 hours before the entire sequence cancelled. You would receive 4 hours of VE pay in addition to 4 hours duty rig (1:2). If you were pay protected for this sequence, you would receive the pay protection plus 4 hours of VE pay.
Q: On my last international trip the crew agreed to VE, but after 8 hours, the first leg cancelled and Crew Tracking removed us from the remainder of the sequence with an XP code. Is there any pay protection? And what about the VE?
A: If only the first leg cancelled, but Crew Scheduling removed you with an XP from the remainder of the sequence, you would receive pay protection for your trip plus any VE pay generated. In this case, based on an 8 hour duty day, 4 hours of VE pay was generated. Any call-out pay would be absorbed in the sequence protection.

Q. Do I have the option to not spilt on to my trip when I become FAR or contractually illegal?
- When you are FAR or contractually illegal, it is your option to split on to the trip. If you decline to split on when you are FAR illegal, you will be pay protected up until you could have been split on to the trip.
If you are contractually illegal and decline to split on to the trip when you are contractually legal, you are not pay protected for the value of the sequence. (10.K.1)
Q. How will I be paid if I opt to split on to my trip when I become contractually legal?
A. This is considered a Flight Attendant initiated split and the following pay applies:
- Trip rigs do not apply
- Duty rigs are calculated for all days except for the day of the split
- Greater of 3-hour minimum day, scheduled or actual for all days except the day of the split
- The day of the split, you will be paid only for actual time flown (10.M.3)
Q. If I have a 4-day trip and it doesn’t come back through my base until day 3, can Crew Tracking try to split me back on sooner?
- For both FAR illegallity and contractual illegality, Crew Tracking will first try to split you back on to your trip when it comes back through your base.
If it does not come back through your base, you may be deadheaded to your trip at the point you become legal. (10.K)
Q. If I am removed from my trip and pay protected, can I pick up another trip on the same days?
- You can double-dip over any pay protected days of your pay protected trip, if you pick up a trip from the Company (MU, CC, II, L2, CR), and you will be paid in addition to any pay protection. (10.E.3.m)
Q. When can I be removed for a 3-hour delay?
A. You can be removed if there is a posted delay of 3 hours or more, or if you have incurred a 3-hour delay at the origination of your trip. Reserve Flight Attendants must be available, and you may be required to remain until reserves report. CS will process calls on a first come, first served basis as requests are received and by seniority if the crew is all on the same call. (10.J.8)
